[Balboa] Enhanced Control Spapilots settings Phase 3

We’re building a new process where Spapilot will check and reset Balboa’s settings up to 8 times per cycle. This means if any settings drift or change unexpectedly, Spapilot will automatically restore them—reducing the risk of the devices falling out of sync or missing commands.
